2. My RRSP account is marked as non-resident. Is it always 25% flat? Heard about potentially having just 15% if it's taken in the form of payments... is that a feasible / not too complex option as a US resident?

Just want to make sure on my situation:
Became a US resident (green card) on Aug. 24, 2012 and worked from mid-september to end of 2012 in the US.
Before (Jan. 2012 to Aug. 24, 2012) lived in Canada and worked in Canada.
Am I eligible for the exclusion and use 2555?
