I understand that If I discontinue living in the USA the SS should no longer withold taxes from my check Is this correct .
Clarification is in order. If you live in Canada, SS is not taxable in the US, but it is taxable in Canada (85% of it).
Regardless of where you live, having tax withheld on your SS is always upto you. You submit a W-4V to have withholding taken off, or, if you later decide NOT to have any withheld. You report the SS on your 1040 (using a worksheet in the 1040 guide) and pay tax (or not) based on your other income. The tax that is withheld from SS is lumped in with any other twithholdings and you owe or get a refund accordingly.
So, if you are leaving US, you should inform SSA that you are moving, and should at the same time file a W4-V with them, stopping withholding. Otherwise, they would have no reason to stop withholding, and you would get the money back at tax filing time. Better to stop the withholding yourself.
In the year of your move, you wil report your SS on your 1040 for the first part of the year, and on your Cdn retunr for the part of the year after you moved.

It is the other way for CCP and OAS for those moving TO the US.
Canada will automatically stop withholding any tax (if you happened to have some withheld) on CPP and OAS once you move to US.
