What are the chances that the IRS will allow me to include the Ontario Health Premium as a deduct able medical expense? I do have active OHIP coverage and have not used the premium for the foreign tax credit (and have not used the foreign income exclusion).

It is probably a medical expense, but it is subject to the 6% floor on schedule A.
