NR withholding tax on RRIF withdrawls

If a NR is making periodic (less than twice the required yrly) withdrawls the withholding tax rate is 15%.

Does that mean that if you withdrew 25k one year (with a minimum required of 10k for that yr) that Canada would withhold 15% of the first 20k and 25% of the 5k? Or 15% of the 10k minimum and 25% of the 15k?

I beleive it is 15% ontwice the minimum, and 25% on the extra.
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best
