Do i have to pay the 15% tax on any US holdings I have in my LIRA account
This question is more in general to the entire LIRA account. I have transferred an old pension to a self-directed LIRA account and just trying to get all the info I can on the tax side of things for the account. And more specific is the US holdings in a LIRA account. Is the 15% non-resident tax exempted in this account? If it isn't, what is the best way to navigate this so US exposure is included in portfolio. Thanks all in advance for the info.

RRSPs and LIRAs holding US investments are not supposed to have tax withheld on US dividends. You need to confirm this with your brokerage, and may have to fill out a W-8 or W-9.

Thank you for your input!! I have filled out a W-8 for other accounts so i will talk to my broker about this. Is there any exceptions to the US holding tax in a LIRA? And also, what is the difference between a W-8 and W-9? Once again thanks for the info.

W-8 Is genrally for non-US citizens, while W-9 is for US residents/citizens'

There is no "exceptions" for the exemption that LIRAs and RRSPs have from US dividend tax.
