Does the Quebec allow the same tax treaty provisions that Canada has with USA - for both employment income and capital gains? Has anyone moved from USA to Quebec (after staying in USA for more than 183 days in a financial year) and did both their USA and Quebec tax returns recently?

All provinces honor the treaty, including QC.
Not sure what you mean? What "employment income" and "capital gains" provisions are you talking about.
Not sure why you would thing the 183 days matter. your actual residency starting date determines filing, not whether you moved before or after July 1.
