Non-resident with Canadian self-employment income.

I am a Canadian living in the US with US resident status who had self-employment income earned in Canada. I paid tax installments to CRA on my Canadian income. Was this done erroneously? Do I file 5013-R to CRA to get the money back? Would I need to file a Canadian return at all if I didn't want my installments back?

Second question -- can I make RRSP contributions as a US resident?

You should file to get the money back, since it is not taxable in Canada, by treaty. I assume you left Canada before 2015.

Most RRSP trustees will not accept new funds from a US resident, and there is little benefit in making such contribution in any event, since you are not taxable in Canada.
