Reporting Universal Child Care Benefit on 1040?

Do I report the Universal Child Care Benefit payments received during 2006 on Form 1040? If so, is line 21 (Other income) the correct place to record it?

I'd be hard-pressed to come up with a justification for reporting CCTB on your US tax return.

(a) it is not considered income in Canada
(b) it doesn't meet ant definition of income on 1040, and
(c) even if it did, I think that the the treaty clause restricting taxation of social benefits to country of residency, would prevent US taxation.

It's true that CCTB is not considered taxable income. However, the recent UCCB generates an RC62 tax slip and is considered taxable income to CRA, although it's excluded from calculations that compute tax credits, GST rebate, etc.
