Collasping a locked-in RRSP

I have a locked-in RRSP in Ontario. I've been a U.S. resident since 1994..

Is there a way to unlock this and cash it out? (I am younger than the required retirement age). BTW, I had read in Keat's book "Border Guide" that it might require transferring the RRSP to BC or Alberta somehow in order to do this.

Keats book is about the best info on this. Ontario doesn't allow transfers. If you were a federal employee, you might.
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best
