Buying Canadian Stocks in IRA not allowed?

I just tried to purchase a Canadian stock, in my IRA. I am Canadian, and I live in Canada. I was told by Charles Schwab, that it is a new "exemption", by the Canadian Government, that will no longer allow me to do that? I cannot find anything on the web, no matter how I word it that says there has been a change. Thank you.
