Does the cra use income made outside Canada and prior to taking up Canadian residency in determining if you qualify for gst/hst credit and Canada child benefit credit or is it world income only AFTER you establish residency?

They do use pre-arrival income as well.
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best

Any idea if they just consider earned income or total income (passive from capital gains, dividends, interest or unemployment insurance).

Look at the form you need to fill for the credits. it is net income, just like in any normal full tax year.
