Hi,

I am a Canadian resident and I was selected in the diversity lottery.
I completed the process and received the DV visa.
Before the visa expired, I visited the US border in 2016 where my immigration papers were processed, but I returned to Canada on the same day. The DV visa was extended to another year.
I received a SIN card through a family member who lives in the US, but did not receive the PR card.
This year the DV visa expired and I chose not to move to the US.
I have had no employment in the US.

Am I required to file US tax returns for 2016?

Yes. You should file a 1040NR indicating that despite the steps taken to get GC, you abandoned it, and have no US income to report.
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best
