Roth IRAs in Canada...

I want to convert some of my US IRAs to Roths for 2016 and 2017. It looks like I need to leave Canada and work for a US employer for those years if I don't want to be overly taxed on those conversions. Do I understand this correctly?

Correct. Converting or contributing funds to a Roth while a Cdb resident essentially "breaks" the Roth for Cdn tax purposes, making it taxable going forward.
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best

Does a re-characterization correct/adjust a conversion (as does in us)?

yes, as long as none of the converted funds are left in the Roth.

yes, i somehow thought that "temp" resident was more flexible fin/tax wise than "perm" ...
