How is it possible to ask permission to back file forms 8891?

Private letter ruling.
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best

But, for just 8891 alone, wouldn't the streamlined procedure apply, if there is no tax owing?

For all the years i have lived outside of canada , my total income (interest on a savings account or earned ) was always below the filing threshold so I never filed any 1040s or 8891's. Do I then need to apply for a private letter ruling for the 8891s-which are Spousal RRSP , which can be set up without my knowledge or permission go save my NRA spouse $. Thanks for any help.

You need to file 8891 or 3520 or you face fines.
