here is another relevant example

Chemical Biology Scholarships are awarded at two levels: $15,000 for one year for students pursuing projects in a single laboratory and with a single research director, and $17,850 for students carrying out collaborative research for an extended period between two different laboratories. In all cases these stipends are augmented by funds from other sources to ensure that each student in the program receives support that meets or exceeds the minimum guaranteed level of the ‘home’ department.

My interpetation here is that these scholarships are for carrying out research.
Would the IRS agree?

That is for you to decide. I would not bother asking the school for a breakdown.

Hi Nelson,

I need to make a decision here. I'd like your opinion; nothing legally binding here! If I am sure my fellowship is for research should I take this to be my "earned income" and ignore the instructions in form 8812 for line 4a where they say to subtract anything not on a W-2 from my income to calculate "earned income"? With the assumption, Im in canada, of course I don't get a w-2?

I called IRS. No income besides a non w-2 scholarship no ACTC. Not 100% confident they truly understood my explanation...

I would ignore their response. They are absolutely clueless.

I coined the term "telephlunkies" in their honour. Call 3 times and you will get 4 different wrong answers on almost any topic.
