Greetings,
I have lived in the US for 15 years now and have an RRSP and chequing account still in Canada that is over $10K. I have never cashed in the RRSP and have not made any interest on the chequing account.
Thanks to these forums I just found out about Filling Form 8891 for Foreign Account TD F90-22.1.
So, what should be my first step?
Can I still submit my 2010 taxes and add form 8891 declaring my RRSP?
Do I need to get a private Ruling Letter from the IRS before amending my back 6 years of taxes?
For Form TD F90-22.1 Do I just submit this year with a note? or do I need to submit prior years?
thanks in advance for your help.

I hope they would apply on 5% penalty only because the accounts have been inactive (except div payment inside plan) and the accounts were set before becoming a US person.
Anyone has dealt with RRSP in the last ovdp (2009) ? how did IRS treat problem like this ?
