my sister who are only Canadian has no any relationship with usa. If she establish new RESP to my kid ( who has green card now), and I transfer the old RESP that establish by my wife and I ( both have green cards), since my sister has no green card/citizehship in usa , so I do not have any fill out Form 3520 in the future until the day my kid withdraw from it, right ?
That is correct. however your child must be in canada for anyone to start an RESP for them.

what do you mean my kid has to be in Canada ? my kids are canadians. do you mean when new RESP open my kids need to be in Canada or my kids need to be a resident of canada when new RESP open account. I know that my kids might not get grant if my sister contribute to this account. right
the children need to be resident in Canada when an account is opened with them as beneficiary.
