I'm a Canadian non-resident with an American spouse and we live in the U.S.
If I cash out an RRSP and do a sec 217 return to try to get back some of the 25% tax withheld, can I claim tax credits for him (age, pension, medical) even though he doesn't have a Canadian social insurance number, has no Canadian income, and has never filed a Canadian tax return?
What's his line 260 income? Is it 0 because he has no Canadian income? Or is is the amount of his U.S. income, converted?
Which tax program handles sec 217 best - Quicktax, UFile, or ???

I use ufile.
If you wish to clim any credits for him which have an income thresshold (like the spousal amount) you will need to report his world income, on page 1, which will likely reduce your own credits.
Medical expenses can be reported by you without regard for his income.
But, yes, you can make any claim regardless of his having an SSN or not.
