I found the responses posted here very helpful today.
My question has to do with someone who moved from Canada to the US in October. While in Canada, he received US Social Security Benefits and reported them on his Canadian departing tax return; he also reported them on his US return. I think he should be eligible for a Canadian foreign tax credit on that income but the instructions for that form say that if you excluded any income under a tax treaty, you are not to include it in your calculation. Does this mean: a) calculate the foreign tax credit after subtracting the 15% exclusion that was claimed on line 256, or b) the foreign tax credit cannot be claimed for the Social Security benefits? It seems that without the credit, this income is being taxed twice.

You would not report the SS earned before you left canada on 1040. You would not report the SS earned after departure on Cn retrun.
So no double tax.
