He can enter as a visitor. He must be prepared to prove that he intends to return to the US and not remain in Canada. He should still have his residence in the US as well as a good reason to return, ie, job he must return to. If there is real cause for concern that he intends not to return to the US then he may be refused entry. Canada immigraiton may have him documented on a visitor record for his stay which he will have to turn into Canada immigration when he leaves.
