Voluntary Offshore Disclosure FBARs

With the Voluntary Offshore Disclosure it states you are required to submit 6 years of FBARs, although my foreign accounts were only ever $10,000 (the FBAR requirement) within those 6 years.

Am I still required to fill 6 years of FBARs even though 4 of those years were below the reporting threshold?
