Roth IRA post protocol

is it generally agreed now post protocol that a US citizen with an exisiting Roth IRA that moves to Canada and becomes a resident can maintain all of the original benefits of the Roth IRA (assuming no future contributions after the move)?

i.e. the money will continue to grow tax free post move and all withdrawals post 59 1/2 are tax free?

That is certainly the way I read the protocol, and I and my spouse have opened Roths accordingly.
