FTJ for spouse on TN?

FTJ for spouse on TN?

Self:
Canadian citizen, Romanian national.
US alien commuter (I-178).
Live in Windsor ON, commute daily to MI for work.

Spouse:
Canadian citizen, Romanian national.
Live in Windsor ON, commute daily to MI for work.
TN-1 visa holder.

We own a house in Windsor which we can still keep after we move to MI (our daughter will live in it)

How can we both become LPR without jeopardizing spouse's TN-1?

My plan:
1. Establish residence in US
2. File I-90 for self to remove C2 and become full LPR
3. File FTJ for spouse via CP? How do I do this and how can my spouse maintain her TN-1 visa?

I looked at I-140 but the PD are so far back that she would need to remain in US (without crossing the border back/forth) for 2-3 years for fear of losing TN. We are even considering DV as an alternative.
