Can't renew driver's license while waiting for L1B extension?

Hi there, wondering if anyone else has encountered this and found a workaround. My wife is in the process of renewing her L1B as it has now expired. Her DL is expiring shortly but the DMV will not renew her DL until she has officially received an extended L1B. Even with documentation showing she's in the process of renewing the DMV won't accept this. Has anyone encountered this?
