Imigration to Canada - Advice and recommendation request

Hi, I am from Ireland
I am hoping to start my Immigration process to Canada very shortly.
I read so many documents, forums, blogs and I think I even got scammed
a little by Immigration Experts.
Overall, I work in the IT industry, I'm 39 years old female,
separated, no children and fully bi-lingual in English/French and own
a property here.
I believe I have great chances to be approved yet I would like first
to post few question I would appreciate the opinion and advice from
anyone with experience in this matter:

- Are do City & Guilds certificates are recognised in Canada as a valid
certification?

- Has anyone heard of Immigration representative that are dubious or
unthrustworthy and could warn me of whom I should beware of or even
recommend somebody?

- What would the average fee of such a Immigration consultant be and did
you think it was worth it?
