Can history of illness prevent ppl from immigratingtoCanada?

My boyfriend wants to move here from the UK, but he does not want to leave his mother behind. Once he lives here and is settled are we able to sponser his mother to come and live eventually? He had heard that if someone has had a history of illness, they could not be able to immigrate, I just wanted to have some clarification on this. His mother is in her 60s, she has had a past of breast cancer and tuberculosis (when she was a child). Her breast cancer is in remission and has been for years now. Can she still be willing to immigrate to Canada with a past of such illnesses?

The test is whether his mother's condition would cause "excessive demand on Health and Social Services" in Canada. Not an easy one to answer in this case, and this would need specialist medical and immigration assistance.
