Best Procedure for Spouse PR Application?

I am a dual citizen and my wife is US only. 30 years ago she had Landed Immigrant status in Quebec, but we moved back to USA shortly after that. We do not own any property or have any money in Canada. We are planning a retirement to Canada - we will need to sell our US home, then use that money to buy one in Canada.

Can I sponsor her when we only have a US address?

Or, when we buy in Canada, can she move in immediately without PR status?

So, what is recommended timing to start application? In Canada or in US?

Buying or owning property in Canada has nothing to do with eligibility to sponsor your spouse.

You simply "must show that you plan to live in Canada when your sponsored relative becomes a permanent resident."
