Non-Resident: T4-RSP + NR4

I'm non-resident and received a T4RSP it looks like I have income now. Do I need to file a non-resident return with the CRA?

I collapsed my RRSP in 2014 (Non-Resident) and used form T3012 to withdraw the excess contributions I made in 2013 Resident part of the year.

So now I have a T4RSP with an amount in 20 "Refund of excess contributions" (Undeducted Contributions) and 22 "Withdrawal and commutation payments" (Deducted Contributions - the taxed amount in NR4) they also gave me an NR4 with 16 "Gross income" and 17 "Non-resident tax withheld" as the same amount. That amount is equal to 25% of my total undeducted contributions.

I'm curious why didn't didn't put all the deducted contributions on the NR4 box 16 but in the T4RSP instead...
