I am a Canadian Resident living and working for the Canadian company (Client), but I am on the payroll with US Staffing Company (the Vendor), on 1099. Shall I report to both countries? How to avoid double taxation?

Well you aren't really on payroll, you are being paid as acontrator.
You are not taxable in US at all by treaty.
You would file a 1040NR and by answering the questions you would prove yourself non-tatxable in US, and be done with it.
You would report all your income to Canada
