Received inquiry from ING Canada if I'm US person. After I said yes, they asked me to fill out W-9. Part II is a certification, asking me to certify I'm not subject to backup withholding. Also there are exemptions and exempt payee code and exemption from FATCA reporting code to be entered.
I only have interest income from ING Canada. Have not been notified by IRS that I'm subject to backup withholding. Am I exempt from backup withholding and/or FATCA reporting? If no, i guess I don't sign the certification?
I also have accounts with TD, but haven't received such request from TD.

You are not subject to withholding. Submit the W-9.
You should probably do so voluntarily for TD.
