Can Canadians file standard 1040 even though SPT not met?

Can Canadians file standard 1040 even though SPT not met?

I read numerous times on this forum about Canadians being able to file standard form 1040 even though not meeting the US SPT. I asked this question to IRS and they sent me a document to determine what form to use. Unfortunately all the document describes is how to determine SPT and nothing about Canadians being excluded from SPT rule. Where is it specified exactly that Canadians can file standard 1040 even though not meeting the SPT?

Yes. by treaty a Cdn can always file 1040. Article XXV.
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best
