As of June 20TH Certified Acceptance Agents can no longer certify non-resident alien documents when applying for ITIN unless the ITIN is required is to claim a tax treaty benefit. or for withholding tax requirements.

The bottom line. Is that. any NRA that does not have an ITIN and needs to file a tax return MUST submit original. documents.

This new development is true.

However, there is another way to satisfy the documentation requirement, and that is to provide a copy of your passport certified by the issuing agency.

This is a free service.

or send in the originals themselves, if you trust the IRS to return them to you. This is also now an accepted method too.
