RRSP and 8938

I am a Canadian living and working in the US (with Green Card).
My RRSP is over 50K - so it appears that I will need to submit an additional form to the IRS this year (8938).
At first glance it looked overwhelming - but from what I have gleened from the forum - it is fairly straight forward.

Fill out
* Intro
* Part IV - Just indicate how many 8891 (3520) I filled out for RRSPs in 2011

Do I have this correct?

If the threshold level (<50 K or <100K for joint) is not met do we still need fill this form 8938 indicating how many 8891 that are submitted

No.

Note that US citziens living outside US have a higer threshold

I don't get it. What's the relation between 8891 and 3520?

i think 8891 replaced 3520 since 2003

Yes. This is explained in the instructions.
