Can someone explain to me as simply as possible the purpose of the 8833 form?
I am a Canadian resident with a canadian RRSP. I have filed the 8891 election for tax deferral. I have not, and will not in the near future be taking money out of me RRSP
Would it be safe to assume the 8833 form is used if you take money OUT of the RRSP?

No. 8833 is not used for RRSP, because 8891 covers all aspects of RRSP.
You would use 8833 if you were using any other treary benefit that overrides IRS regulations.
US citizens rarely use this, since the treaty almost never applies to them.
