I am a dual citizen, but only lived in States for about 8 months in 1998-99 (my mom's American).
With new tax crackdown, do I need to file tax returns pronto even though I have no income related to the States? How do I go about doing this? (re: http://www.theglobeandmail.com/globe-in ... le2067393/)

There are many threads on this, already; happy browsing. You need to file all required returns and forms for the last three year, and if you owe any US tax on those returns, for the previous three years.
It is unusual for a USC living in Canada to owe tax toIRS, but one still must file (and report existence of foreign accounts, etc).
