If someone moves from canada to usa in September (implying >183 days stay in Canada), will the salary earned in USA post September subject to tax in canada later?

Note : . no significant ties (residential/dependents/etc) with canada apart from a bank account and rrsp account. no other investments either.

No. You should file a "departure return" with CRA, i.e. a partial-year return specifying your departure date in September. You only report the income for the part of the year in which you were resident in Canada.
