reqeust refund for 10% tax as I did early 401 withdrawal?

last year I stayed in US for less than half year and worked as US employee. then I transfered back to Cananda as Canada employee since May.2024.

20% tax (10% as penalty) was paid when I did early 401 withdrawal after leaving US.

Can you please tell me if i am eligibal to reqeust 10% tax refund when I submit 2023 US income tax 1040-NR form?
