I've been working in california for x years now (also already paid exit tax before)
I don't plan to go back to Canada yet BUT is planning to buy a house in canada just for an investment.
If i do that,
1. will i be Canadian resident? it means i will have to pay tax to Canada for my salary here in california?
(will I re-connect ties with Canada again)?
or
2. i can be treated as foreigner to buy a house in canada? (without being a resident for tax purposes)?

1. No. As long as you live in US, any property purchase in Canada will not make you resident of Canada.
2. Yes. In fact, because you are not Cdn resident, you will be subject to certain down payment requirements, and perhaps extra taxes, that you would not be subject to as a Cdn resident. This has been instituted to curtail foreign speculation in the CDn real estate market.

1. No, buying Canadian real estate doesn't de facto make you a Canadian Resident for tax purposes.
2. Welcome to the new UHT reporting regime. (Yes, you'll likely pay tax.)
