Federal Child Tax Credit for $0 Taxable Income?

Just wanting to confirm my conclusions from filling out the forms . . .
It seems that there is no (refundable) federal Child Tax Credit for a 1040 reporting a taxable income of $0.
Is that correct?

The rules change every year, but even last year, you could claim the additional child tax credit, even with no tax owing. As long as your child meets the criteria (basically, has an SSN)>

Your software will figure this out.

ACTC claim will work with ZERO tax owed but won't worked with ZERO 'earned income', whether you earned zero wages or used FEIE 2555 to eliminate it all
