Can we claim foreign tax credit on CRA tax returns for "Social Security Tax Withheld" and "Medicare Tax Withheld" reported on a W2?

yes, against the Cdn tax on the wages you report on your CDn return, plus the IRS and state tax you calculate on your US return (not on your W-2)
