SSA benefit denied for Canadian citizen after 19 years of work in USA

Hi,

I filed for SS benefit after working 19 years in USA on TN visa.
They say that I am not eligible since I do not have a green card.
OR I have to spend 30 days every 6 months in USA to be eligible.

I doubt if that is true.
I quoted them Totalization agreement between Canada and USA, but they are not convinced.

How can I convince my officer that as a Canadian I am eligible.
Also would I have the same problem for Medicare?

First off, it has nothing to do with citizenship. You contributed for 40 quarters (more in fact) and it is simply due you.

The totalization agreement doesn;t apply here since you have qualified on your own merit. Nothing is needed from canada.

When you say "they", whi are you talking to.

You should be contacting an SSA office near the CDn border, who deal with Cdns all the time.

I have asked the guy on my case to contact Bellingham city in Washington SSA office for clarification.
