Can CA VPDI be claimed as foreign tax credit on CRA tax return?

Can we claim foreign tax credit on CRA tax returns for CA VPDI reported on a W2? In my understanding, CA VPDI or SDI was deducted from my payroll in form of CA tax. Any comment is appreciated.

VDPI is voluntary, therefore it is not a qualifying tax for foreign tax purposes.
