Do you think this is correct?

My fiance is an American citizen who has been working and living in Ontario, Canada on a work permit since May 2010.

He just had his accountant do his taxes and his result was to pay in $700 in the USA (which could be right as he has investments and was on unemployment from Jan - Apr) - but he is only getting $200 back in Canada. When we put his income info into one of those online tax prep sites just so we could see an idea of what he might get back - it gave a $5600 refund. We are just wondering because we do not believe his accountant specializes in US/CAN tax preparation - do you think an error may have been made? He made approximately $70 000 from May - Dec 2010.
