72(t) SEPP for nonresident?

Thanks in advance for your insights on this problem.

We are Canadians that have just returned from the US. We both currently have green cards, not intend on giving them up soon. However, we'd like to make sure we can still set up a 72(t) SEPP plan from our IRAs after relinquishing the green cards. In other words, can a nonresident alien set up an SEPP plan from an IRA?
