Canadian Citizen TN visa in US, how to use treaty?

My husband works in Detroit and commutes daily to WIndsor, ON. In past years we have filed 1040 NR. I was wondering how the treaty affects his taxes.

He could probably use Article XXV to reduce his 1040NR taxes.

I've explained this many times. I'll explain again in May if you can't find it.
After 20 years, I am severely cutting back on responses. Do not ask specifically for my help. There are a few others on this board that can answer most questions. All the best
