Unfortunately, the GC process has hit a brick wall yesterday, and NO EB3 GCs will be issued for some time, and your hubby has a ways to go. (Years probably) as he cannot submit his I-485 (nor yours) until some time in the future.

You should be going to the US i=mmigration boards/sites for more info.

But be assured that unless your husband is an EB1 or EB2 class (which is for Higher degree than bach.) it will be years before he gets his card.
