There is nothing that prevents anyone from claiming US citizen or GC children for this credit. If you live outside US, you typically need to use 1116 for your foreign wages rather than 2555 for the claim to work (ie. to have sufficient non-excluded income to get the credit).

Of course, if you are doinga pro forma 1040 (which I think you are), you use neither 1116 or 2555. You will get the credit and include in determining your 1040NR taxrate.
