Reporting FBFAs for past years

TD F 90-22.1 for past years. Is it better to file or not file? All we had were RRSP accts left in Canada and I didn't know they counted. Now that I know, I am filing for 2007 but what should I do about previous years? The govt site mentions there could be penalties even for unintentionally not reporting. How likely is it they will fine for this type of account?
