I am a US citizen immigrating to Canada in the fall.
Can you let me know if my Canadian property tax could be claimed in the US tax return 1040? It is not so clear from the IRS website. "

Yes.
IRS doesn't distinguish between foreign and US property taxes, since IRS doesn't really care where US citizens live for tax purposes.
You can also continue to claim the mortgage interest deduction.
Of course, you biggest deduction will be the Foreign Earned Income Exclusion (Form 2555) as this will likely reduce your US tax to zero without even worrying about other 'minor' deductions.
