My husband, a Canadian citizen, received his green card earlier this year and has been living in Viriginia since April 2006. He recently was offered a job working for the Canadian Embassy in Washington, DC. He received his official offer letter today and it said that while US citizens will have to pay taxes to the US government, Canadian citizens pay Canadian taxes. It does not, however, mention Canadian citizens who are also legal permanent residents of the US. So does anyone know which taxes he will be subject to? Or if even if he is paying Canadian taxes, will he still be liable for Virginia state taxes since he is a resident?
I imagine he is not the only one working at the Embassy to have such questions, but the Human Resource department has been surprisingly less than helpful and we would like some background before he starts next week. Any thoughts on where to start researching this?

The traty Article XIX covers you, in that because you are a Cdn citizen, regardless of what other reason or status you would have to be in the US, including US citizenship or a Green card, the income is exempt from IRS tax.
As to stae, you would need to check locally. Since there are likely 100's of foreign posts in your stste, they would certainly know.
